Born and raised in Gloucester, Massachusetts, Brian Higgins has owned and operated Toby Ann Charter company since 2006. He is a licensed USCG Captain who has four decades of fishing experience in the Gulf of Maine. As a commercial and avid recreational fisherman, Brian’s expertise on the water will ensure that you find the fish.
